I couldn't think of a better author than Allen for this book. I've had the privilege of knowing Allen since before he started his "encore career" at Esri when he was still Chief Cartographer and vice president at National Geographic Maps. His insights into effective storytelling are without equal. I've had the privilege of not only getting to know Allen as a good friend, but also working closely with Allen and his team at Esri focused on telling stories. This is a must-read from a true master in the art of storytelling with maps.

The basemap you use in a web map will be referenced in the map. So if you had your organization settings set to "United States" you would see G of A. If you then switch your organization settings to "World" then the web map, and any apps it is used it, would still show G of A. Though new maps you author would show G of M. Same is true for ArcGIS Pro projects. If dual labeling is the goal, then personally I would create a custom basemap gallery for my organization and include both the United States and World (or other) versions of the basemap in that gallery, clearly name them as such, and then you can choose which you want when you author maps.

If the map has been deleted a while, and is not in your recycle bin, then I don't know of any way to bring it back to life. The Instant App simply references the web map, it does not duplicate or embed it within the app. Perhaps some somewhat good news is that you can reuse the work you put into that Sidebar by authoring a new map, and then in the Sidebar configuration choose the new map. And you can edit any basemap using the Vector Tile Style Editor to reflect your own cartographic preferences, including changing labels for the Gulf and the highest mountain in the U.S. (I might suggest "Gulf of Bern" and "Mount Bern" if you are going to do that). An easier way if you don't want to see "Gulf of America" in your organization default basemaps is to simply set your organization region setting to World rather than United States. Same basemaps, different labels. Personally speaking, that is what I do. Bern

Members of the Living Atlas team reached out to the USGS and recieved a prompt reply. The USGS National Mapping Team is aware of the missing cache (which are seemingly due to server problems) and are working to solve the problems. With that in mind, I would anticipate a timely fix.

While not ideal, a temporary workaround is to add the USGS National Map layer on top of another basemap, such as the World Topographic. This will "fill in" the missing mid-level scales, though I've also noticed that what's missing is not completely across all scales, but partial at some.

Both the USGS National Map layer and map in the Living Atlas show an empty (not blank) screen at the mid-level scales. You can also see that here: The National Map - Advanced Viewer The content is in the Esri Living Atlas, however it from the USGS source. The Living Atlas team is checking into things on all ends...

I did a cursory check of all Living Atlas content (maps/apps/layers) in ArcGIS Online related to storms and specifically the historical storm content from NOAA. All seem to be fully operational with updates to feeds as of earlier today.
