I'm not positive I understand what you are trying to do, but you can use URL parameters to open a map at a specific scale (LOD). So your basemaps can go the full range LOD-wise, but you can restrict visibility in any map. Viewers can change that, but that can be controlled using apps.

Those tiles are from the now-deprecated World Topographic Map tile layer which is linked from the services directory. The tiles are no longer updated or maintained. The Terms of Use are at the bottom of the item page. It seems you are using Wayback to look at imagery. Remember that the date shown on the left side is the date of the Wayback Imagery archive, not the date at which the imagery was captured. Each archive is a compilation of what was in our World Imagery basemap and layer at that time and you will find older imagery in each archive. The above said, the older archives did have some curiosities in the imagery metadata depending on both where and when you are scrutinizing the imagery. We typically do not update the metadata for archived imagery, but I will bring this to the attention of the imagery team. Another way to look at archived Wayback Imagery is by visiting the Wayback Imagery group.

I took a quick look at your map and could repro - no pop-ups were available. I took a look at your services and noticed that (oddly) it was layer (3). I tried adding from URL but that did not show pop-ups, making me suspect of your feature layer... I made a new copy of your feature layer, styled it like your original, and configured pop-ups like you had done. Everything seems to work fine now. https://onlinelabs.maps.arcgis.com/home/item.html?id=9964b466df014d8ea7cb5c57d088c42f I suspect there is something curious in the workflow you used to create that layer, but not sure what that might be. Since I was able to make a copy of your layer and prove it works, that should be a a clue. If you've not done so already, I'd recommend opening a support incident and you can include my test map and description provided here, and have them contact me if needed. But am suspecting there's something in the way that your feature layer has been created that is the root cause.

From that message it seems that ArcGIS Pro is attempting to point to your public account, rather than personal account, to pick up the needed license. You can get your organization URL by signing in with your organization account (not your public account) and then capturing the URL you see at the top of your browser at your home page. For example, mine is: https://onlinelabs.maps.arcgis.com/home/ When you launch ArcGIS Pro, you can figure where Pro gets the license information. When you open Pro, in the upper right you should see where Pro is getting the license: If you are signed in to a public organization, you can sign out then sign in again using your personal use sign in information. If all else fails, you can contact Esri customer service to get things straightened out.

I'm unable to open the map, it seems it's not public. But I also see you are using portal, so depending on what version you are using there may be some differences from what I see in ArcGIS Online and what you see. Perhaps in lieu of the map you can send a snapshot of your pop-up as configured in Map Viewer Classic? I'm interested in seeing how you have configured the pop-up title. I tried several configurations in the pop-up title and was always able to have an exact match between Map Viewer Classic and Web AppBuilder.
