@RyanSutcliffe I encourage you to promote this to get it directly supported as it was in Map Viewer Classic. Conventional wisdom on the Esri side of things is that this is a capability that is not often requested, or part of mainstream Enterprise workflows. I use either ArcGIS Pro to handle this, or use third party online web utilities to translate GPX into something that can be leveraged directly in ArcGIS Online. Personally, I'm all for adding GPX files to direct support as it was in Map Viewer Classic, since there are projects I am involved in that leverage GPX as part of regular field data collection workflows. ... @BarrettLewis1 Unless I am missing something about your workflow (apologies if I am), I can zoom anywhere on the map using Map Viewer, even using a dragged rectangle to zoom, to get to the extent that I want and then bookmark it. You could add a bookmark to your map with the default extent you want to save it at. Then whenever you zoom in to do detailed work on specific layers, just zoom to that bookmark and save.  Personally I think this is an easy solution, and one I have used myself on multiple projects... With Map Viewer, file-based content must be published as hosted feature layers to use in your map. The free public account does not support publishing, so you can't create new layers from shapefiles, CSV files, etc. If you need those capabilities, then the personal use license for $100/year, which also provides access to all Esri software, would be worthwhile exploring. https://www.esri.com/en-us/arcgis/products/arcgis-for-personal-use/buy It comes with 200 credits, which should be sufficient for modest publishing. Storage does accrue credit costs, so you'll want to economize by deleting the shapefiles and archiving them elsewhere once you publish your hosted feature layers.   ... View more

Perhaps this will work until other alternatives evolve... If the Living Atlas content you are using has attributes that you can use to zero in on your area of interest, then if you apply the appropriate filter(s) and save the layer, the filter is persisted in your local layer and the layer still points to the Living Atlas source. You can't do this an arbitrary spatial area, but this works great for content that has attributes you can use to filter down to the geography you are interested in. The free Public Account does not support publishing hosted feature layers from sources like shapefiles, CSVs, etc. To be able to publish that hosted feature layer you would need either a full ArcGIS subscription account, or a Personal Use account. The Public Account has significant differences in capabilities than the others, notably besides the inability to publish hosted feature layers is the ability to "privately share." Using the Public Account, items are either visible only to you, or are completely public. There are many other differences... If you are evaluating ArcGIS Online, I'd suggest a trial account so you can see and experiment with the complete set of capabilities. Storage of the source files for hosted feature layers does incur storage credits. Your best course of action will depend on your typical workflows, how often you update the hosted feature layer, and where/how it is used. In general, if your workflow typically overwrites the hosted feature layer from the source shapefile, then it makes sense to keep it around so you can update (overwrite) from the source. Otherwise, there isn't a strong need to keep it around, so if you are looking for storage credit consumption economies, then you could get rid of them. I typically archive shapefiles (and other files used to publish HFLs) locally or in a non-ArcGIS Online cloud and then can delete those stored in ArcGIS Online, knowing that I still have the originals should I ever need them again or ever need to replace them. ... You can publish and modify maps, which can be shared publicly or kept private. Editing data in a layer in Map Viewer is not possible with a public account. That said, with the upcoming June update to ArcGIS Online (June 25) a new Instant App is introduced named "Web Editor" which provides a more focused way to offer editing capabilities to members of your organization, or depending on how the editable layer is configured, to a wider audience, in a similar way to how Survey123 and other mobile apps can be used to edit content, without needing to be a member of the organization. Other alternatives are to get the personal use license ($100/yr subscription) which includes all capabilities. If a non-profit or conservation focused organization, Esri has programs for both that offer reduced costs to get going with the full-blown capabilities. My opinion - this would not be an easy thing for dev to implement. One thing to consider is that the map you author is the foundational substrate for any app you publish with it - Instant Apps, ExB, Dashboards, Stories, etc. I would focus on making excellent, well-crafted maps that you can leverage in a variety of different ways in the ArcGIS ecosystem. ... I think Mark has a good solution and great example. I took a look at the Arcade in the pop-up in Mark's map, and though it's not trivial it should be easy to figure out and adapt.  BTW - a really cool and powerful feature coming with the ArcGIS Online update on June 25 is AI-driven Arcade. This enables a natural language description of what you want to accomplish and the Arcade is automatically generated. Of course you still have to have an understanding of what is possible in Arcade and need to craft an appropriate prompt, but this will make things much easier. ... View more

An alternative might be to place the PDF at a public hosted location, such as a public server, Google Docs, etc. You could add an image element to the pop-up, then link that image to the location of the PDF to open when clicked.
