URL parameters can be used to pass along additional information or instructions to many ArcGIS Instant Apps. For example, you can zoom an app to a specific location, zoom in to a specific scale level, find a location, configure a pop-up, and more.

Can you also use the URL-parameters to show an specific layer? For example if it has 3 layers can you do somethin like www....&layer=water ?

You can pass Map Viewer URLs to Instant Apps. I haven't had an opportunity to test what you want to do, but this blog article details the Map Viewer URL parameters which should also work when passed to an Instant App. A couple of the examples focus on layers...
