I am thinking you are confused by the Map Viewer vs. Map Viewer Classic transition? Using Map Viewer Classic you can drag and drop a CSV file onto your map. This creates a layer that is saved with your map, but not available outside your map. Map Viewer does not yet support drag and drop, but will by the July release. A more flexible way that allows the CSV to be used in different maps other than the one you drag and drop, is to add the CSV and then publish it as a hosted feature layer. If you are using the free, public account, it now defaults to the new Map Viewer (which as mentioned above does not support drag and drop yet). The free, public account does not support publishing hosted feature layers from CSVs, you'd need an organizational account or an ArcGIS for Home personal use account.

The World Imagery basemap is updated regularly with newer imagery. When and where updates occur, the previous imagery is replaced and is no longer visible. In the vast majority of cases the updated imagery is better, more recent, and is preferred, but there may be exceptions. For example, the previous imagery may better align with your GIS layers, or may offer fewer clouds or snow cover. Wayback will allow you to use the version of World Imagery that best suits your needs. As announced previously, several of Esri’s raster basemaps moved to mature support in July 2021. Newly introduced ArcGIS Online layer status capabilities make it easy to identify whether your maps are using any of these deprecated basemaps and other deprecated layers. If your web map is referencing one of these raster basemaps, you should notice that it is marked as deprecated in the item details (example below). Recently there have been some significant improvements to the ways in which we can interact with vector tile maps and vector basemaps in particular. The most important change is that now the Vector Tile Style Editor can be the focus of all of your work. Two big improvements are the ability to edit the map JSON and duplicate and manage layers, changing drawing order.
