I'm guessing that the OWNER_NAME field is also a text field? I don't think it's possible to have symbology based on two text fields in that way. See the "Change Style Quick Reference" table at Change style—ArcGIS Online Help | Documentation for more info. One thing you should be able to do is use Arcade to combine the two fields into a new one on the fly or just calculate a new field that concatenates the two and symbolize based on that field. Would that work for you?

My first thoughts on this... Intersect the parcels with the forest polygons Dissolve the forest polygon layer based on the parcel FID if there ends up being multiple forest polygons in a single parcel Calculate the geometry in a new field for both the original parcel layer, and the dissolved intersected forest polygon layer. Add a new field to the parcel layer for % Forest Coverage Do a spatial join between the two layers Calculate the percent coverage ((Forest_acres/Parcels_acres)*100). Proceed to create your attribute driven symbology based on this field, where features with a % cover over 30 get a green fill. Does that make sense? Perhaps there's an easier or more efficient way to do it, but that was the first workflow I thought of after brainstorming on it.

According to ArcGIS Online Health Dashboard, there are indeed "intermittent issues" with Hosted Feature services as of me posting this at 9:26AM, EDT: It also looks like this was the same situation on March 12th, which you mentioned was when you experienced this same behavior. I know you said that that the status dashboard is "rarely accurate", but it can at least be a good resource to check to know if it's a site wide problem or not. In this case, they have it documented that there is a known issue, and my guess is it will likely be resolved in a few hours or so. However, if you check the dashboard and it says there aren't any known issues, that's when you know it's time to bring in the big guns and get help from Esri Support

Zachary Uhlmann, first off - congrats on the new job! I just logged in to one of our AGOL accounts that is a User Type of Creator and Role of Publisher, and I was able to see this option within the content page: Are you not seeing that option? (also a side note, if you do use that option I recommend doing it in a browser other than Chrome, as I have had issues with that in the recent past. I believe it's a bug that's been logged with Esri)

Robert Buckley, as far as I know, there isn't a way to customize the header in the way you're specifying. Dashboards allow for some customization using HTML, but that option doesn't seem to be available for every dashboard element. I feel that having additional customization capabilities within Dashboards would be a huge improvement (both through rich text editors within the WYSIWYG or something similar to Web AppBuilder Developer Edition). You can check out the ArcGIS Ideas page to support this and other enhancements you'd like to see in the platform. I did find this idea. Kevin MacLeod commented about "Dashboard for Portal", which I don't have experience with. Maybe it allows this kind of customization? Yes! This seems like a fairly simple feature but it would make things so much easier. I recently made a drop-down with 50 defined values, and I wanted them displayed in alphabetical order in the drop-down. Had to be very careful I didn't make a mistake when entering them or I'd have to go back and repeat a lot of work! I guess in the long run this isn't a "game changer" feature but it really would make for a better user interface. Pretty please, Esri?

Well, I wish I could help more (unfortunately I don't have hands on experience with this workflow) but it seems that the (very awesomely detailed) workflow that is outlined in the comments of this post by Jean-Yves Landry‌ might do what you need. Hopefully someone will be able to chime in with some more helpful advice, but in the meantime, it can't hurt to try it out rather than waiting, right? I'm actually quite intrigued to give it a try myself, just for the fun of it... Good luck!

This has been a long standing frustration among users, myself included, and as you said there are a multitude of Geonet blog posts and Ideas that discuss this. Bad news is, I don't know of any immediate solution to help you with grouping layers. Good news....Map Viewer Beta is scheduled to start supporting this "Soon, Before Summer 2020"!!! https://community.esri.com/docs/DOC-14311-map-viewer-beta-roadmap

Ben Jackson‌, you can create a group with shared editing capabilities and then share the web map and application with that group. (and make sure the people who need edit access are members of that group) Another option would be to change your user types to Administrator level if that's possible for you. Then you can edit all content, regardless of who the owner is.
