Yes it is possible to create a Feature Data Set and move and existing Feature Class into it. I would suggest that when you create the Feature Data Set you use the spatial reference from the Feature Class. This should ensure there are no issues with Feature Class being out of bounds.

Not sure that is possible with the regular labeling tools. You might want to consider using a Halo around the text. Can be found Layer Properties>Labels>Edit Symbols>Mask This will allow you to highlight your labels while minimizing what's covered.

If you want to take pictures as a major component of your surveys you may want to consider iPads. There is a Bug in Survey123 for android involving camera focus. There are work arounds and should be fixed eventually but is still a pain. I would also suggest getting a unit or 2 to test before purchasing a large number.

I think you can accomplish what you are trying to do within the buffer tool itself without any additional steps. Take a look at the Dissolve Type at the bottom of the tool. This should do the dissolve you are looking to do but might be able to process it faster.

When Data is added to a SDE Geodatabase it is automatically checked and repaired if needed. If you think something happened to your database your best bet might be to create a new GDB has load your data into it. Given you are running 9.3 you not going to be bale to get much support given how long it has been deprecated.

I would consider using Survey123 for the actual inspection form. You can still use Collector for all your mapping needs and have it directly linked to Survey123. I did something similar with Fire Hydrants. You could navigate to the point in collector and via custom popup create a shortcut to open the desired form. There is also a methodology to collect the survey results directly to a related table.

You might be able to make use of a Tracking Feature Service in conjunction with an app like Collector or Workforce if you have are GIS Server. Another option would be to check into a Mobile Device Management System to help monitor and manage these phones. Usually they have a tracking location module.
