The Label tool that you show in the image does not label the map. It creates map annotation that is stored in the map. To remove text from your map your options are to create a sql query in the label class or to convert the labels to annotation (or map annotation) and then delete the text elements that you don't need.

We've improved this workflow in ArcGIS Pro. You can create a style item that has your smaller size halo and easily pick it from the gallery every time you need it. We've also decreased the number of clicks needed when setting up your text symbol. See the video - only needed to click Apply once!
