As shown in the attached image, the label leaders cross. I'm using Maplex. A search of the forums and help does not offer instruction how to set Maplex to avoid this.

If I use standard labeling, one label loses a leader but at least the positioning makes sense:

Please ensure Maplex does not produce overlapping leaders.

I am concerned that Esri Inc feels that a change in behaviour as a concept, that we have been told many times is an Idea not a bug, is now deemed to be a bug and that we have to waste man hours globally lodging cases, having them vetted, and sent up to yourselves.
From a pure dollars & cents perspective it would be more cost effective to keep this Idea open.
You know there is an issue, we (some of us at least) now know there is an issue, but who knows, maybe this Idea will die the death of so many good Ideas and then you can do nothing and most people will go on believing this is normal behaviour as you yourself has stated it is. We still don't have a standalone Catalog, so I'm 100% sure this one is much easier to bury.
If a bunch of us now decide to lodge support cases against crossed lines, the entire support process has to suddenly spend time (=money) on it and eventually you will be asked when it will be fixed, give cost estimates etc to Kory/Jack in pretty spreadsheets that take time to make and on and on it goes.

Just adding fuel to the fire.
It happens every project with multiple labels. I find, however, the labels hold truer to the label rules in the MAP than the LAYOUT, when it is at the same screen resolution as the LAYOUT. The labels shift markedly :
