I had a case on this very topic. However it was with M$SQL. The only path is to open a case with TS, they have some witch-magic SQL/SD diag tools that I cannot begin to explain how to use.

Need more details. What type of geometry, is it coming from SQL, if so, what flavor? Or, is in the hosted data store? Either way, I'm suspecting attribute or spatial index as the problem here. What does Fiddler - Free Web Debugging Proxy - Telerik show you regarding time between each request/response? Run fiddler on your inside, and outside firewall requests.

I get the same experience that Tom Bole does, so something is definitely amiss. Are you able to provide more details about what's in your map (if one is in the layout)? A video made with ShareX - Screen capture, file sharing and productivity tool is a great tool for sharing steps to reproduce.

ArcHydro GP tools are slower, but I understand that's not ESRI's problem, and emails to UT remain unanswered. In the following examples, every input is the same (one copy of the same data with the same number of vertices), same input/output parameters. This has been the case since I started using Pro. GP Tools are slower. If I need to get something done with a GP tool, I do it in ArcMap. Many are exactly the same (Arc and Pro).

More legend woes: 1. When I change the layer name, note how, if I don't click out of the "Label" Dialogue in the Symbology properties, instead, just closing it, the label change doesn't stick 2. When succesfully changing a layer name, the legend doesn't pick it up until I select the legend element.

I've had a few of these, one with a dump, many without. As they happen more frequently, I'm noticing that they appear related to when our Portal goes on strike and stops responding. If I have a project connected to the temper-tantrum portal, a crash is inevitable. What happens is Pro "stops responding", I go grab a beer, come back, and it's either closed completely, or generated a dump (once). Didn't see this in any 2.2 version.

I suspect that this is related to BUG-000118472 Decrease in script performance in ArcGIS Pro compared to ArcMap when working with the arcpy.AddCodedValueToDomain_management geoprocessing tool, as, in general, most Pro GP tools function far slower than the same tool in ArcMap, with, as you mention, the same data and the same workstation. Kory Kramer this is easily repro'ed, I can open a case on it, but curious if Drew Flater is aware of the global performance issues with GP in general, and this use case can be attached to that bug?

Some additional steps to repro in 2.3.1. There's a couple of things going on here, but the bug (this is clearly a bug) seems to relate to what Layout Element is selected (has mouse focus) and the order in which things are turned off or on. Me thinks that if there is mouse focus on the second map frame element, and you start doing things with the first map frame and/or legend by right-clicking -> properties, things go whacko.

@Kory_Kramer not sure if this is the exact problem the OP is reporting, but I am able to repro some of the behaviors described in this thread, 2, in fact. Not sure I'll open a case on this as we have a few higher priority cases in the hopper, and I typically don't use two map frames.

There is some vigorous discussion surrounding SDE replication functionality in Pro, or lack thereof: Replication Tool Support for ArcGIS Pro, Replication Tools in Pro, https://community.esri.com/community/gis/applications/arcgis-pro/blog/2018/10/04/working-with-distributed-data-using-arcgis-enterprise-and-arcgis-pro, with a great deal of concern surrounding what is perceived as a requirement that the underlying data be tied to a web services model in order to participate in "replication-like" scenarios, and a disappointing lack of disputing the perception, which leads to, be sure to vote on Pro: Bring back the Manage Replicas tool.

Sadly, 2.3.1 didn't appear to resolve the crashing. Editing an offline-capable-downloaded feature service, made about 30 "fillet tool" edits, deleted about 10 vertices, was in the process of moving my 5th vertice. No crash dump, no plans to open a TS case as likely non-repro, but this is not the first 2.3.x hard crash with no dump I've experienced. Yes all drivers are up to date. Pretty similar to workflows I tested during EAP so something was introduced between then and RC.
