I know that all your layers and the basemap need to use the same coordinate system. I do not remember if that can be any coordinate system, or if it must be web mercator. -Allison

Hi Gail, I'm not able to reproduce the issue you are running into. When I export a hosted feature layer to a shapefile following the directions I posted above, the exported shapefile contains two layers - one for the reports and one for the comments. I can associate the records in both of these using the fields I used to set up the relationship before publishing the layer. This is much easier if I export to geodatabase because the relationship is included in the export, but it works either way. If you continue to see this error, try contacting Esri Support services. This should be working, and exporting and associating these records should be straight-forward. -Allison

I just read this response more closely. Notice the // in the sharing URL that is causing the 503 error. I think this is likely because there is a slash at the end of the provided portal URL. This was causing us issues following last night's update, but we have resolved it. Let me know if you see any further issues.

Gail Jorgenson Information on exporting data from AGOL layers can be found here: Use hosted layers—ArcGIS Online Help | ArcGIS When the feature layer is correctly connected to the comments table through a relationship class, every incoming comment will automatically have a field calculated with an identifier that corresponds to an attribute value of the related feature. The field on feature layer that is the source of these values (primary key field) and the field in the table that is populated with these values (foreign key field) are determined when the relationship class is created. Typically this is a Global ID/GUID field, but it may also be a Project Name field, or other identifier that is unique to every feature. If the correct comments were displaying with the correct features in the Polling app, this was set up correctly. This also means that every comment can be associate with it's target feature using the values in these primary and foreign key fields.

You will need to publish editable feature layers from your shape files in order to use them as polling layers. Note that you cannot enable editing on your shapefile layers. There is also no item details page or rest endpoint, indicating that this is not a feature layer (yet!). To create feature layers, add your shapefiles to your organization account from the Content page by clicking Add Item>From My Computer. Choose a shapefile zip, give it a name and tags and make sure 'Publish files as a hosted layer' is checked before clicking OK. Wait a minute or two while the service publishes. The item details page that loads will have 4 tabs once it's completed. Go to the Settings tab and enable Editing. You can now add this new feature layer to your polling map and it will be available for use as a Polling layer.

Shari Forbes, Thanks for pointing this out! What's happening is the app is using the maximum allowable offset value of the initial map extent when drawing the blue selection polygon. This value allows features to draw at scales where simplified versions of those features optimize performance. Because of the difference in scales between the original map zoom level and the zoom level where the features show best, you are seeing the difference between the actual feature and the simplified selection feature. Based on your feedback, we've put together a plan to address this in an ArcGIS Online release later this year. In the meantime, if you'd like to reduce the differences between the selection polygon and the actual features, I suggested saving the map at a zoom level that is closer to the scale at which the features will be viewed. If you'd like to contact support to log an official bug report, please mention this thread to the analyst. It sounds like the map doesn't include any layers that are recognized by the Polling template. You mention CSV files. Are the layers in your map feature layers (with details page, REST endpoint, etc) or did you add them to the map by dragging and dropping a CSV file? Polling requires the former - an editable feature layer - to use for the polling feature layer. If you'd like to collect comments on the features in that layer, it must also have a related table created prior to publishing using a relationship class: Create Relationship Class—Help | ArcGIS Desktop Create Relationship Class—Data Management toolbox | ArcGIS Desktop
