Are you in SDE? It is an SDE setting issue. I had the same issue with a clients machine that I would log into remotely. I was constantly getting bumped down to Basic. Sorry, but this was 6 years ago and I cannot remember how to fix it, though I do remember the fix is very easy.

Collector will not work without a network because it needs a network to get data. you have to prepare collector for offline use. http://doc.arcgis.com/en/collector/windows/collect-data/offline-use.htm What kind of Tablet are you using and what is its operating system? I tend to think it is a table setting.

I suppose the tool is limited to 1000 records because it charges 1 credit per 1000 records. This prevents users from burning through numerous credits at one time. Any way you can get the data into a database and do it from there?

You will need to create multiple layers of the feature class with the different symbols for each that they can turn on or off. They would need publisher or administrator privileges to change symbols.

Go in and edit your Web App. Select the Map Tab. You can set default extent in here. Or what I would recommend instead is go to the Web Map that your Web App is based off of and edit that. Click on the Settings Tab and manually set your extent. Then go into your Web Map verify the extent is as you want it and save the Web Map.

Why would you need to manage it or in what way do you need to manage it? For the most part air photos are generally static. You turn them on and off. In what format do you receive your air photos now? In what way are you using them. Who are you getting it from?
