Put your centerlines in a geometric network You can then even add the road network junctions into your edit session and grab and move them. However you will quickly discover how horrible road centerline data really is. I have my roads in a Geometric Network for just your reason. You would want not use simply junctions when building. After building I did a trace to find disconnected roads. And there are a lot. It also uncovered numerous roads where there were 6 or 7 copies of the same line segment. We didn't create the data but get ours from the state. You could also put it in topology but I find editing in a Geometric Network to be more streamlined.

Our organization is currently in the process of migrating to Portal. We are taking the opportunity to completely redesign our system. Particularly for just such reasons as this discussion. We have services spun up left and right. A lot of them. We are currently mapping them out to see which web maps are using which services and what would be affected by turning this or that one off. We are pondering several options. Group services by Feature Dataset, group them by function. i.e. Transmissions, 700 MHz, Substations, etc... We even thought about the idea of spinning each feature class up as its own service. But discarded that quickly.

Click on the Display tab for the feature in question. In the Display Expression area click the Expression button and build an expression. This is an example of an expression I built for my service meter locations [BillingFileComplete.ServiceAddress] & " : "& [ServicePoint.Detail] & " :" & [BillingFileComplete.Name] & " : "& [BillingFileComplete.EquipMapLocation] It will sort results by Service Address, then Name. pretty much whatever you want

You need to schedule an outage and make the changes. You will need to stop your service and possibly unregister as versioned.

That I would have no clue about. In the long run you may have better luck trying to get the country to accept the pre-designated projections for their area. Conversly you probably don't need to do any of this. Simply create your custom projection in ArcCatalog and then share it with all the systems that use it. However, it may be helpful if you told us which country. If you look in ArcCatalog in the custom projections theres are many hundreds listed that are not readily visible in the currently listed projections because they do not have a FIPs code.

I have found that the limitation is doing updates on data that resides on a network Thought for that few of records it should not take that long. There must be some underlying issue with your network, your date, or your application itself. how large is your MXD. If it is large try using MXD Doctor on it and or ArcGIS Document defragmenter Have you compressed your data regularly? for my experience Thick Client as you call it is the better method unless your PC is weak.

Try exporting it first to a personal geodatabase. Then go to the database in Access and export it from there as .csv

It could be because your shape file has not been assigned a projection. You can display shape file data that is not projected. Navigate to where your shape file is located. shape file are actually a collection of several files that work together. One of the files that does not have to be there for the shape file to work is the .prj file as pictured below. If you don't have one of these files then your shape file is not projected. Go to the shape file in Catalog and assign it a projection. Also open the shape file in ArcGIS and open its table. Open its table and sort by area or length. If you have any values that are zero they could be causing issue as well.

You need to go to the EPSG.org web site and click the Change Request to suggest a data change. This does not mean it will happen. I am not certain what they consider appropriate criteria for such an addition but I doubt if it will happen without justification.

I would put the houses back in as a polygon layer and the do a select by location to find the polygons that don't have a house.
