The difference lies in the fact that the current Map Viewer and StoryMaps use a different version of the JS API under the hood. If you take a look at your pop-ups using Map Viewer Beta you'll have a better idea of what you will see in your story. Chart colors are not yet customizable, but eventually will be.

Your existing home page looks like it is using custom HTML/CSS which was supported in the past, but for security reasons is no longer supported in the new home page editor. However, you can great a gallery similar to what you have currently implemented using various groups of content, and the group graphic is what will appear in the gallery. That would, IMHO, be the easiest way to create something similar to what you have. Keep in my that groups can contain a variety of different contet, not just maps, apps, and layers, so you have complete flexibility in reproducing what you current have implemented.

The updated date is the last time the item overview was updated, not necessarily the vintage of the data. Scroll down in the Description section to see that it was published on October 1, 2019. The Mean Rainfall item overview states that it is for the the period January 1971 through December 2009. I can check to see when updates are anticipated.

A good question, but perhaps mute at this point. After reviewing things with the Living Atlas Imagery team, there are caveats that will prevent you from using Wayback and World Imagery in general with respect to deep learning. We license much of that imagery from Maxar, and that brings along extra caveats for use. While deep learning is not specifically covered in the Terms Of Use item section (which you will find in the item overview) after conferring about this everyone is in agreement that, unfortunately, this use of Maxar imagery is not permitted. When you make a map from the Wayback archives, like World Imagery it is multi-resolutional and sourced depending on the resolution.

Map Actions can be added in any of the Sidecar block layout options (floating or docked). After you choose your map, in the floating or docked panel click (+) to see your options. Map Actions will be among them.
