These are available in ArcGIS Pro, ArcGIS Enterprise, or ArcGIS Online - anywhere in the ecosystem that provide access to Living Atlas content. You've not mentioned whether these are ArcGIS Online hosted feature layers, or published from your own servers. Optimization will differ for each. In general, attempting to display millions of features is not advisable, nor a good experience for the user of maps/apps that display those layers. There are a variety of techniques that can be applied, such as scale-dependent display, creating indexes on attributes that are important for queries, and more... IMHO ArcGIS Enterprise does not represent an "automatic upgrade" in performance, simply because you are reliant upon your own infrastructure for publishing those features. That said, there are "advanced" enterprise configurations that can scale appropriately, including cloud hosted publishing solutions. Using ArcGIS Online it is possible to have millions of features performantly displayed in web maps if you are smart about how they are displayed. I have recently been working with approx. 170 millions features for display and everything is very performant, however we are careful about how features are displayed and when. Displaying 170 million features at once would not be a good end-user experience, so we make decisions about scale-wise display of data to provide for the best user experience and performance. The "layers take too long to load" isn't an actionable complaint unless we can take a closer look what you are trying to add or view. Once you sign in at the Living Atlas website, you can go to the Browse tab to find content you are interested in. Since you are signed in, you can favorite items or even directly share them into a group that you own. Once you sign in this should work for any and all Living Atlas content. Favorites are user by user. After you sign in at the Living Atlas website you can favorite things (essentially bookmarking them for easier access) you think are of interest to your organization. To make them more broadly available to everyone in your organization in Pro, I would suggest creating a group and sharing those favorited items into the group where members can find them. In Pro, they would just look for that group to add whatever layers you've shared there to their Pro project.

The June 2023 Broadband Data Collection (BDC) is now available within ArcGIS Living Atlas. This ready-to-use layer shows fixed broadband availability for every Census Block and H3 Resolution-8 hexagonal area in the U.S. and outlying territories. Map volcanic activity using ArcGIS Online and ArcGIS Living Atlas has just been updated. This blog tutorial has swapped the Sentinel-2 Level-2A Living Atlas service for the previous Sentinel-2 service. The difference? Sentinel-2 has a shelf life of 14 months, meaning that imagery over 14 months old is overwritten. Sentinel-2 Level-2A imagery is archived without being overwritten, and dates back to 2015. Perhaps a straightforward solution is to use Hub Premium to share specific private content with those external to your organization that you want to invite to collaborate. They could authenticate using their Google or other sign in, and would not need to be a member of your organization. You can keep them away from the rest of your organization, but still privately share specific content with them. Another approach is to add these as members to your org, put them in a custom role, and firewall them off from the rest of your organization's content using group sharing and permissions, enabling them to only see content in that special group you have created. Overall, I would suggest connecting with your account manager to get help/advice from your Esri solution engineer team. Others here may have other suggestions.
