Map Viewer uses fixed zoom increments via the available zoom tools, which also correspond to the built-in scale visibility thresholds. However you can interactively use a rectangle to hit interstitial scales.

While there are many "advanced" things you can do with Arcade, I find that I, and many of my colleagues, use Arcade for simpler tasks, such as to clean up attributes when you don't own the layer to make the changes yourself. Dodge Data and Analytics contributions do not exist in ArcGIS Living Atlas and I am not aware of any initiatives that would include any content from them. I checked ArcGIS Marketplace to check if they had any data offerings, and I see nothing listed there either. At this point I would recommend contacting Dodge directly at the website contacts you provided above. As far as I can tell, it's a report on a study and not an announcement of premium or Living Atlas content. Secondarilly, you can contact your Esri account manager to investigate further.

Using Map Viewer point, polygon, and line layers can be added individually. Depending on what you want to do, those layers can remain individual layers or you can add them to a group layer. The choice is yours, and the decision will really be based upon what works best for you. Often the streets are just part of the basemap you choose to use, unless you are doing something specifically with the streets or streets that are different than what appears in basemaps.
