Sounds like you have shapefile components. Zip the ones that belong together and using New Item you drag and drop the zip file onto the New item pane. You'll be prompted to answer a couple of configuration question, at the end you will be publishing a hosted feature layer. That hosted feature layer can be exported to a variety of other formats.

In collaboration with the US Geological Survey (USGS),the Living Atlas team recently updated Esri’s online USGS historical topographic map collection with over 1,745 new maps, bringing the total number of maps in the collection to over 181,000. These maps are part of the USGS Historical Topographic Map Collection (HTMC) which includes all the historical topographic quadrangle maps (quads) that had been printed since the USGS was established in 1879. It is easy to explore and download these maps, or quickly create an ArcGIS Online map, using the recently updated Historical Topo Map Explorer app. The app provides a visual interface to search and explore the historical maps by geographic extent, publication year, and map scale. I don't know of any release documentation with details, at the time I believe I got that bit of info directly from the dev leads. I also don't track parity between ArcGIS Online and what capabilities/features are in which version of Enterprise. Suggesting posting directly on the Enterprise Community. BTW - with the Wednesday (28th) update, if you have over 10 layers (include those in group layers) in your ArcGIS Online web map, a Search tool appears in the Layers pane to help you locate specific layers.

Map Viewer uses fixed zoom increments via the available zoom tools, which also correspond to the built-in scale visibility thresholds. However you can interactively use a rectangle to hit interstitial scales.

While there are many "advanced" things you can do with Arcade, I find that I, and many of my colleagues, use Arcade for simpler tasks, such as to clean up attributes when you don't own the layer to make the changes yourself.
