This issue was apparently introduced earlier this year during an update. It will be corrected for all basemaps that show this in the next update coming in early April. Note that Living Atlas basemap updates (and other content updates) are not coupled to ArcGIS Online updates, rather they happen at their own cadence.

In ArcGIS Online you can enable Bing Maps. You'll find the section to enter your Bing Maps key in Settings>Map> Bing Maps. A link in that section directs you to the Bing Maps page for more information about obtaining a key. For more information, see the Bing Maps help topic. The World Imagery Wayback App might help you find older imagery to view time ranges. You can save what you like to a map, use swipe, and create animations. The issue was with the formatting in the CSV file, the lat/longs were swapped and there was an odd character in one of the fields.

I just tried this using my public account and a CSV file with approx. 15,000 lat/long locations. Everything worked as expected. I'd suggest scrutinizing the CSV file a bit more, perhaps there are some hidden characters at the end, etc. I can take very quick look if you email the file to bszukalski@esri.com

Additional fields can be added by clicking the curly braces {} next to the title input. Those can also be expressions. You can use a combination of HTML, expressions, and fields to custom tailor the pop-up title. Sorry, I assumed that you already have an ArcGIS account and have access to ArcGIS Online or perhaps Enterprise. You can't do this with a free, public subscription so you would need an organizational subscription. https://www.esri.com/en-us/arcgis/products/arcgis-online/buy?rmedium=esri_com_regex&rsource=arcgis-online If you are going to continue using GIS an an ArcGIS Online subscription would be a great place to start and a good investment. If all you need to do is export shapefiles to other formats, there are some free utilities you might discover via web search that might help. A free Esri option is ArcGIS Earth, it can injest that shapefile (and other formats) and you can export to KMZ, and there are other free online utilities you can use to convert that to other formats.

In Map Viewer there currently isn't a shortcut link. But you can grab the URL you see at top and share it with others like this: https://onlinelabs.maps.arcgis.com/apps/mapviewer/index.html?webmap=a55d849e43d04740845bb2aeea340510 You'll need to share it appropriately for your audience and if public and there is subscriber content in your map then viewers will be prompted to authenticate. A better way to share a map is to use Instant Apps like Basic or Media to make a simple app. That will also handle any subscriber content. Those apps offer share tools which are configurable

Sounds like you have shapefile components. Zip the ones that belong together and using New Item you drag and drop the zip file onto the New item pane. You'll be prompted to answer a couple of configuration question, at the end you will be publishing a hosted feature layer. That hosted feature layer can be exported to a variety of other formats.

In collaboration with the US Geological Survey (USGS),the Living Atlas team recently updated Esri’s online USGS historical topographic map collection with over 1,745 new maps, bringing the total number of maps in the collection to over 181,000. These maps are part of the USGS Historical Topographic Map Collection (HTMC) which includes all the historical topographic quadrangle maps (quads) that had been printed since the USGS was established in 1879. It is easy to explore and download these maps, or quickly create an ArcGIS Online map, using the recently updated Historical Topo Map Explorer app. The app provides a visual interface to search and explore the historical maps by geographic extent, publication year, and map scale. I don't know of any release documentation with details, at the time I believe I got that bit of info directly from the dev leads. I also don't track parity between ArcGIS Online and what capabilities/features are in which version of Enterprise. Suggesting posting directly on the Enterprise Community. BTW - with the Wednesday (28th) update, if you have over 10 layers (include those in group layers) in your ArcGIS Online web map, a Search tool appears in the Layers pane to help you locate specific layers.
