Members of the Living Atlas team reached out to the USGS and recieved a prompt reply. The USGS National Mapping Team is aware of the missing cache (which are seemingly due to server problems) and are working to solve the problems. With that in mind, I would anticipate a timely fix.

While not ideal, a temporary workaround is to add the USGS National Map layer on top of another basemap, such as the World Topographic. This will "fill in" the missing mid-level scales, though I've also noticed that what's missing is not completely across all scales, but partial at some.

Both the USGS National Map layer and map in the Living Atlas show an empty (not blank) screen at the mid-level scales. You can also see that here: The National Map - Advanced Viewer The content is in the Esri Living Atlas, however it from the USGS source. The Living Atlas team is checking into things on all ends...

I did a cursory check of all Living Atlas content (maps/apps/layers) in ArcGIS Online related to storms and specifically the historical storm content from NOAA. All seem to be fully operational with updates to feeds as of earlier today.

I would expect updates to basemaps to reflect new official naming conventions in vector tile basemaps to happen within the next couple of weeks. For Mount McKinley, the updated name will be across all vector basemaps since it is entirely within the U.S. boundary. For "Gulf of America," Gulf of Mexico will continue to be seen in global and regional vector basemap styles, a new US vector basemap style will be added and adopt the new name. Legacy raster tile basemaps will not be updated. Users can also use the Vector Tile Style Editor to make custom basemaps for use within their organization.

If you open the World Imagery basemap by going to Living Atlas website and opening it from item details in Map Viewer, you'll see the pop-ups. If you move that map to your basemap, you'll still see pop-ups. However if you add World Imagery basemap in Map Viewer from your basemap gallery, pop-ups are by default disabled.

I've run into this very same need in several of the organization that I administer. I'm thinking that adding a link to the information might be a security issue, but am not sure... Anyway, beside the banner you could also add text and a link for more information at the top of your home page. Many organization use that top part of the page to highlight important news or highlight new resources. That might be a workaround for you.

I'm expecting that the USGS Geographic Names Information System (GNIS) will, as a result of executive order, make changes to the official U.S. naming conventions. Google has already announced that they will make changes when those GNIS changes officially occur. Living Atlas basemaps and place name locators have always been based upon and have followed the official U.S. government conventions. Expect any changes to happen after the official government changes happen. Note that localized name changes depending on your country of origin may apply.

These layers get updated quarterly with high resolution elevation data from federal agencies, open sources, and community maps program. Responding to @MichaelMorisette and @DanCopKac - your comments are appreciated and have been forwarded to the dev team. Will Express Mode evolve? Surely, and feedback like yours helps direct that evolution. But clearly, Experience Builder Express Mode is very different than WAB, but it also offers lots of capabilities that WAB did not. WAB is not scheduled for retirement until 2026, so lots of time to incorporate improvements, capabilities, and suggestions, so keep the feedback coming.

Everything should be working normally again, for some unknown reason the background color in the imagery tiles had been switched on, preventing the transition. Fixed now, should work just fine.
