The message can be displayed for one of the following - let's use Desktop 10.8 as the example of what you are trying to install. you could get that message if you have Server or ArcGIS Engine installed that are NOT version 10.8. you could also get that message if you have ArcGIS Desktop installed but it's a beta version and not a released version. Check your add/remove Programs list and see if you have other ArcGIS products already installed.

There are a few parts to the "installation", it sounds like the part you are explaining is the download and then running the self extracting exe. This part basically unzips the installation files locally and then the setup program will start once the files are extracted. The default for the extraction is your documents folder as described. From there, the setup program (setup.msi where you extracted the files) will launch. During that installation, you'll have the option to install for All Users or the Current User. When you select All users, the default installation location will be C:\Program Files\. Thanks Laurene Koman

Angela I just installed ArcGIS Desktop 10.6.1 (did not add Background GP) on a clean OS machine where nothing else has ever been installed. I also have the option to Enable Background Geoprocessing. I think that option showing is not an indication that BGGP has ever been installed on your system.

when you install BGGP, it adds a \bin64 folder to your arcgis Desktop installation folder. Do you have a \bin64 folder? If so, you can check the details of a file (afcore.dll is a good one) and it will show the version which reflects the release of BGGP also.

clarification this registry location should not be renamed or altered while Esri products are installed. If this is renamed while ArcGIS Desktop is installed, the apps won't function. Navigate to: HKEY_LOCAL_MACHINE > Software > ESRI and rename the "ESRI" folder to "ESRI_OLD". Note that on a 64-bit machine, the location is HKEY_LOCAL_MACHINE> Software> Wow6432Node> ESRI The HKCU entries are created by the applications and will regenerate if deleted.

We couldn't repro this at Esri. We installed the same redist you had installed and we could successfully install ArcGIS Desktop 10.6.1 after. Try installing the redist that's available in the setup files (in the \setupFiles\support folder) before you try to install ArcGIS Desktop (setup.exe or setup.msi) and see if the redist will successfully install outside of our process. You need to set a license manager or authorize ArcGIS Desktop for Single Use. You can do either of those in the ArcGIS Administrator app.
