This message implies that the Operating System you're installing on needs a Service Pack to proceed with the ArcGIS for Desktop installation. For instance, the minimum requirement for Win 7 is Win 7 SP1. 10.3.1 DID remove msxml4 from the installations. From the original screenshot, this is the 10.3 installation.  If you can get the 10.3.1 installation, msxml4 is not included.  You can try rebooting this machine and rerunning the 10.3 installation again. ... View more

Can you confirm that msvcr100.dll is installed in \bin of your ArcGIS Pro installation and that the version of the file is 10.0.30319.1.  It might be a good idea to check your system folder and your system path variable and search for msvcr100.dlls that are in those locations to compare the version with the one Pro installs.
