Can we use GeoEvent Server to automate notifications when an address point is added/changed, an annexation changes the city limits, streets are added/changed, parcels are added/changed in our on premise geodatabase feature classes, by having GeoEvent server automatically send an e-mail about the changes to an exchange distribution list? A quick overview of the documentation listed some options but, can you please verify that it is doable with editor tracking enabled, ArcGIS Enterprise and (GeoEvent Server that we would be adding to our on premise setup)?

I have ArcMap 10.6.1, AutoCAD Map 2019, AutoCAD Civil 2019 and Office 2013 on Windows 10 and it is a fast six seconds to see the ArcMap > Options dialog or the properties of a feature class. SSL certificates Portal for ArcGIS comes preconfigured with a self-signed server certificate, which allows the portal to be initially tested and to help you quickly verify that your installation was successful. You must request a certificate from a trusted certificate authority (CA) and configure the portal to use it. The certificate can be signed by a corporate (internal) or commercial CA. You should configure each applicable ArcGIS component in your organization with a certificate from a corporate or commercial CA. Common examples include ArcGIS Web Adaptor and ArcGIS Server. For example, ArcGIS Server also comes with a preconfigured self-signed certificate. If you'll be federating an ArcGIS Server site with your portal, it's very important that you request a CA-signed certificate and configure the server and Web Adaptor to use it.
