Hello mgress12, do you see any more detail if you run the command directly in a dos window? does it give an error about SSL? does your ArcGIS Server have a CA-signed certificate? if not, try adding the --ignoressl switch to your backup command line.

do you see any warnings in the web browser about not secure, SSL, etc.? if you can login into ArcGIS Server Manager or Admin endpoint and portal's Admin endpoint, take a look at the web adaptor settings, federation settings, etc. to see if they look like you expect does the ArcGIS Server WebContextURL and Portal's WebContextURL value look good too?
