I feel like a lot of people have this same issue and there hasn't been a good solution to this just yet. I am hoping Esri sees the value in this and will make changes to it soon but who knows what will happen. I am also hoping that I am wrong and there is something easily fixed here too!

I am really unfamiliar with a lot of things related to web programming but I wanted to mention what has worked for me. I noticed that some of my maps, when coded in HTML and Javascript, would not open from a locally saved file for me but would open when I put it on a hosted server page thing. Does that make sense? I was unfamiliar with the Esri sandbox at the time but I would presume that my code would have opened in the sandbox just as well as it opened from being hosted on my company's server. So, maybe you could try that if you have that option? It likely will have to be set to full on public for it to work as well (I found that out with my stuff that the private or the "me only" stuff could not be viewed when I was developing it).

I did not have any issues getting the Living Atlas to load while going through the instructions from the DIY course. Are you logged into your Developer account? I am not sure if that makes a difference or not but they really seem to harp on that a lot. Sometimes it may help to try a different browser or to clear your cache and web history with your current browser.

Sometimes field calculator is buggy. Are you in an edit session? Have you tried restarting ArcMap and making sure this file isn't open anywhere else? Sometimes it takes a few times and some troubleshooting to make the field calculator work.

I was once big time into VBA so I feel your pain in trying to switch over to something else. But, like others have said, it is time to make the switch and I would recommend Python. I am not fully sure on opening MS Access with Python but I found this website that mentions how to connect to an Access database so I would imagine that this would be able to direct you in the path you want to go: http://stackoverflow.com/questions/1047580/ms-access-library-for-python

I would imagine that since all of the web basemaps are in the WGS84 Web Mercator system that you will not be able to change to the Lambert system without completely customizing this map through custom development. I would think that you would need to have the basement in this Lambert system first and then put your data on top of it. Though, I am curious to hear what others have to say.

Can't you also use double backslash in place of the regular backslash in order to make the path correct? inTable = "c:\\test.csv"

Where are you getting that projection string? Is it from the projection file (.prj)? And are you viewing this string in notepad or something similar? If so, you can just change that false easting to a 0.0 and save it again as the .prj file.

Good question. I am sure there is an actual answer out there but I honestly do not know. I just know that it is usually better to use the file geodatabase versus the personal geodatabase these days. Just a good rule of thumb. I am glad it is working for you!
