Have you tried just adding the same service to your web map several times? Either through searching for it within your organization or just through adding the service from the web with its web link? Or is that not what you were intending? ... View more

Have you tried contacting the state of Minnesota about this? In Utah, the state agency over mapping has a place on their site where you can download various tiles that you can load into Microstation. Also, the state has a WMS service from Google (that they partnered with) in order to have a tiled map that is 'live'. I am not sure if Esri's basemaps were intended to be cropped. They're more of a background resource. There is a thread about clipping the basemap from ArcGIS Pro: select and clip a basemap on ArcGis Pro But I am not sure that will help you. Sometimes Map Journals get a little screwy with different monitor resolutions. This should not affect your captions but I am wondering if you have tried viewing this map on different browsers or with different resolutions? Or maybe cleared your browser cache? ... View more

Wow, I don't know what else could be happening. It would be tedious to check over 17,000 points. But, I wonder what is really happening... Sorry I couldn't be of more help. It sounds like you may have to go through and try publishing like 16,000 points and sort of gauge from there if it works then this, if not then that, etc. ... View more

There are 17,000 points in the feature service you are trying to publish? And you said you have published larger ones without issues? Have you tried loading or looking at the larger ones lately? If they are showing up just fine then I would wager something is going on with your current feature class. I have found sometimes that my larger data takes FOREVER to show up and sometimes I am not patient enough. I assume you have 'waited' long enough but maybe it wouldn't hurt to let it sit and continue to load... And if you're other/larger feature classes are not showing up then maybe something else is going on. I am guessing you have checked, but have you looked at scale dependencies? Sometimes ArcGIS Online likes to get "smart" and screw with scale dependencies without you knowing... ... View more

We might have to dig a little deeper here. How many users are you allotted? And are all the other users classified the same way (like Publisher, Admin, User, etc)?
