Rotating legend or scale bar in ArcMap Layout View

This may be a dumb question and I think I know the answer but I figured I should ask. I'm running ArcGIS 10.3.1 and I do not think there is a way to rotate my legend or scale bar without converting them to graphics (in the Layout View). Or am I missing something?

I see someone asked this a while back and they were told that this functionality does not exist:

Is that still true?

Yes, that's still true in ArcMap.

In ArcGIS Pro you can rotate scale bars and legends freely without converting to graphics.

I was hoping you'd say so! I need to get into Pro! I just hope the limitations are not still hindering me...
