If you are an administrator on your AGOL account, then you can change the owner of this map or application. Click on the item in your My Content in AGOL and then there should be a Change Owner button where you can select which person to give it to. ... View more

I would have suggested the USA Topo map from ArcGIS Online but I am not sure what kind of quality you are looking for. I feel like that may be your best bet, unfortunately. Ok, this is weird. I am seeing the same things too (running ArcMap 10.3.1 on a Basic license). However, these was happening with a File Geodatabase. When I tried with a plain ole shapefile, it worked like it was supposed to... Maybe setting precision and scale are not necessary within geodatabases? (but that doesn't sound right...) ... View more

Make sure you're not in an edit session. I presume you changed the dropdown box to Double (or float or whatever the option is). If it still persists, close all ArcMap sessions and try it again after reopening your map. ... View more

It looks like hospitals are able to use a hot spot analysis in order to identify high-costs for healthcare providers. Then GIS can be used to determine the best healthcare needed for these individuals, thus reducing ER times and increasing efficiency in Doctor visits. Is that the 'correct' answer to this question? Did you make sure to publish your layers with feature access in the publishing process? There are some check boxes in the publishing process that aren't always on by default and sometimes I find that I miss checking these and have to go in and republish, etc. ... View more
