Make sure you're not in an edit session. I presume you changed the dropdown box to Double (or float or whatever the option is). If it still persists, close all ArcMap sessions and try it again after reopening your map.

It looks like hospitals are able to use a hot spot analysis in order to identify high-costs for healthcare providers. Then GIS can be used to determine the best healthcare needed for these individuals, thus reducing ER times and increasing efficiency in Doctor visits. Is that the 'correct' answer to this question? Either way, it's really cool and I love seeing GIS grow like this.

Did you make sure to publish your layers with feature access in the publishing process? There are some check boxes in the publishing process that aren't always on by default and sometimes I find that I miss checking these and have to go in and republish, etc.

I know the Python hot shots on this board will chime in with excellent answers. I have used the Tkinter module for opening a browse file dialog (well, really the tkFileDialog). I understand. In theory, couldn't you consume the same rest service for each feature service or map service by listing the URL to that service more than one time? I am not sure how your application is looking or how it is formatted.

Have you tried just adding the same service to your web map several times? Either through searching for it within your organization or just through adding the service from the web with its web link? Or is that not what you were intending?

Have you tried clicking on the layer from the search menu and then clicked on "Use as Basemap"? Also, if you have the link for the service, there is a check box for using as basemap:

Have you tried contacting the state of Minnesota about this? In Utah, the state agency over mapping has a place on their site where you can download various tiles that you can load into Microstation. Also, the state has a WMS service from Google (that they partnered with) in order to have a tiled map that is 'live'. I am not sure if Esri's basemaps were intended to be cropped. They're more of a background resource. There is a thread about clipping the basemap from ArcGIS Pro: select and clip a basemap on ArcGis Pro But I am not sure that will help you. I would look into the state of Minnesota's GIS group as they likely have resources and may have a WMS that you can consume in Microstation.

This may be a dumb question and I think I know the answer but I figured I should ask. I'm running ArcGIS 10.3.1 and I do not think there is a way to rotate my legend or scale bar without converting them to graphics (in the Layout View). Or am I missing something? I see someone asked this a while back and they were told that this functionality does not exist: How to rotate a legend in ArcMap 10 Is that still true?

Sometimes Map Journals get a little screwy with different monitor resolutions. This should not affect your captions but I am wondering if you have tried viewing this map on different browsers or with different resolutions? Or maybe cleared your browser cache?
