The preferred approach should be Sharing Web Layers. This option requires the Portal federated with ArcGIS Server and follow the steps as in the reference link. Alternately, you can also Share Web Map that gives you additional options on selecting, displaying fields. Perhaps, you are publishing to a stand-alone ArcGIS Server. In this case, follow the steps as in the reference link.

@Adam1 Interesting problem - the picture helps. You can try using the Generate Near Table geoprocessing tool to get the distance of the points from the line. Looks like you have the speed and time stamp values available to incorporate some calculations using the Near Table generated. The table can be exported as Excel using Table To Excel for ease of using formulas if you prefer spreadsheets as output.

@JasonKSanford The recommended steps will be to create and configure the Utility Network from the asset package and then copy the utility network dataset for migration purposes. If you must copy at the asset package level, suggest duplicating the entire file GDB if you are running into issues. Additional documentation can be found at Utility network dataset administration. @JamalNUMAN ArcGIS Pro is 64-bit application so 64-bit Oracle Client compatible with the database must be installed on the client machine. To be specific, the below operations will be used: Convert geometry to measure Translate network measures A developer sample of Route and Measure widget is available on GitHub. Users can further customize the sample JavaScript to meet their needs for Web AppBuilder widget. The Product Team has plans to develop an Experience Builder widget that will provide similar functionality. It is on the roadmap for a future release.

My recommendation is to review the broader architecture and wholistic approach to the design. Must the non-spatial table remain in MS Access database? Do you need to read and write to the MS Access Table? Can the table be moved to an Enterprise geodatabase, still remain non-spatial? Test the read, write scenarios using ArcGIS Pro just to validate capability before editing through web apps. If continuing to use Access table, review Work with OLE DB connections Preference will be to move the table to a supported database for read-write through ArcGIS. Once transitioned, choose one of the ready-to-use apps for your editing needs.
