It's still worth looking at as IWA authentication can cause this too. If you switch to ArcGIS Enterprise(Portal), I'd seriously look into whether or not your organization supports a SAML like ADFS or Azure AD. That would push the authentication burden to the SAML provider and take that burden off the Web Adapter host box. Let me know if you have any further questions.

Sure! You can use URL strings in a field or stitch together a URL from a value in your table. Using Hyperlinks—Help | ArcGIS Desktop You can also enable them from ArcGIS Online/ArcGIS Enterprise following the below steps if you want to "Assemble" the URL from an existing field: Enable Pop-ups. Configure Pop-ups. Select A custom attribute display under Pop-up Contents: Then you’ll use the Custom Attribute Display to configure the popups. You can add fields you’d like to display at the top, then add the links: When you setup the url’s, you’ll just enter a line into the URL string using the View HTML Source button: Use this syntax: <a href="https://google.com/{Code_Field}.zip/the_rest_of_the_url.htm" target="_blank">2015 Imagery</a> Where {Code_Field} is the field that contains the reference value for the code. The goal here is to stitch the URL together using field values and a normalized URL structure. Let me know if you have further questions.

I also recommend looking at this customer created solution leveraging Operations Dashboard: Esri Database Monitoring Dashboard This is a customer created solution, so not supported officially by Esri. There are 2 things you setup, A a python script to scrape the data and a service template to be able to consume the data through REST: https://jctngis.maps.arcgis.com/home/item.html?id=d5fddc40cc4b4664be3cca01c4075f8f#overview And the actual Operations Dashboard Template: http://jctngis.maps.arcgis.com/home/item.html?id=4efe5870e05d42688c1d41db45d85d01#overview AGAIN! this is a user created tool and is not officially supported in any way. With that being said, it is a good solution to get at what you're looking to achieve if you do not have ArcGIS Monitor.

I'f I'm understanding you correctly, it's easy peasy! As long as the actual feature lines are touching end to end, you can just setup symbology to allow the lines to look as you've drawn in the last picture, you can control the way lines join and connect using some advanced configuration options with the Symbol Property Editor. Double-click on the layer in the Table of Contents to get to the symbology dialog window, then click Edit Symbol: In this dialog, you'll note that each piece of a line is shown, click on one part of the symbol, then select how the line Caps and Line Joins are displayed. This should give you the granular control you need to achieve what you're attempting to do.

I can't say that I'd do this myself. I'd recommend that your users sync to 10.3.1 prior to the switch and re-download their caches from the 10.6.1 Server. While what you suggest may work on paper, I'd be hesitant to risk this myself.
