Try this- copy the ServiceReference.Config to the Viewer.xap file . In order to add the file you need to first rename the xap file to zip file and copy the ServiceReference.Config to the zip file and then rename it back to xap file. Alternative option is to follow the link below. The toolkit AttachmentEditor control gives you the option to attach the files to a selected feature. The feature must be part of feature service layer and supports editing. Are you trying to make attachments or are you trying add an image to Map? Please clarify.

Since you mentioned Web API's. I am not sure if you are particularly interested in JS API. As Rickey mentioned that map rotation will be available with the final release of JS API 4.0 which would be some time next year. Currently, it is in beta. If you really need this functionality it is currently available wit ArcGIS API for Silverlight as demoed in this sample ArcGIS API for Silverlight - Interactive Samples | ArcGIS for Developers Just so you know our Silverlight API will be deprecated sometime late next year.

So the workflow to do that is to allow user to drag a rectangle and then zoom to it. You can achieve this by invoking a button C# code private async void ZoomToEnvelopeButton_Click(object sender, RoutedEventArgs e)

I am not sure how is your cluster set up and how is the above code snippet works with the measurement dijit. Could you please add a simple repro case with and without the above code? So if you keep the cluster function , the measurement dijit but remove the above code. Does your measurement dijit works?
