If you use ArcGIS Runtime for .NET which supersedes WPF API. Then you can add and query a shapefile to get its attributes. I don't think its possible with ArcGIS Runtime for WPF.

Have you tested the tool outside the WPF runtime? Are you getting same errors?

My suggestion would be to create a GP tool and then consume it in the runtime application.

The latest version 10.2.5 should work. It is listed here in the system requirements ArcGIS Runtime SDK for WPF

I am not sure how you were able to add the Silverlight reference. You should be add the WPF library ESRI.ArcGIS.Client.dll and it has the same classes for GP task

Crystal reports is not Esri product, hence it is not offered using ArcGIS API for silverlight
