I don't typically administer Enterprise organizations but did take a quick look at the default settings. It seems that Living Atlas content is shared to the organization only, but as an administrator I can change that to public sharing as needed. Probably your best bet is to ask your question on the Enterprise Community. ArcGIS Living Atlas provides foundational elevation layers that all ArcGIS users consume in their maps, scenes, and applications. Terrain3D provides a default global elevation surface in scenes whether you are using ArcGIS Pro or ArcGIS Online Scene Viewer. A better understanding of WUI areas can help identify vulnerability of structures and people to wildfire, understand habitat loss and fragmentation, and help minimize the spread of zoonotic diseases. I did a quick search and am thinking this might be the layer you want to use (?): https://www.arcgis.com/home/item.html?id=7254c77048444a45a5d41cf43445572b If so it is a WMTS service and you'll find the URL down along the right side of the item overview page: https://tiles.globalforestwatch.org/umd_tree_cover_loss/v1.8/tcd_30/wmts If a different layer you are wanting to use, you'll still find the link along the right side of the item overview. The Group on Earth Observations Global Water Sustainability (GEOGLOWS) initiative has recently upgraded its global streamflow model to version two. The GEOGLOWS 10-Day forecast layer is now available in Living Atlas. GEOGLOWS is a comprehensive streamflow model dataset, its forecast provides data in three-hour intervals for the next 10 days. We are excited to share that the Terrain 3D, TopoBathy 3D, World Hillshade and World Hillshade (Dark) layers are now enhanced with bare earth elevation data from Maxar’s Precision3D (P3D) for parts of the globe. The Precision3D Digital Terrain Models (DTM’s) are 50 cm resolution that are derived from Maxar’s extensive archive of high-resolution satellite imagery using stereo photogrammetry techniques where vegetation and structures were removed from data using automated methods. I chatted with the curator for the content and learned something that wasn't quite obvious to me. I've summarized below. Abigail, in her blog article, notes the following: Each of the LOCA item descriptions describes the available time ranges as follows: Time Ranges Statistics for each variables were calculated over a 30-year period. Four different time ranges are provided: Historical: 1976-2005 Early-Century: 2016-2045 Mid-Century: 2036-2065 Late-Century: 2070-2099 Those layers are represented uniquely and can be identified by their name which indicates the time slice: ArcGIS Living Atlas of the World So the time values are spurious in the multidimensional imagery and for some reason 1990 is the default in the time range when you look at it in Map Viewer. This can be ignored, what you should be looking for is the appropriate item with the range as noted above for your work. Hope that helps and makes sense - it took me some closer scrutiny of the items to get my head around it but it makes sense to me now.

While Living Atlas layers often change, the Living Atlas layers you find in Enterprise are tied to a particular ArcGIS Enterprise version. Starting at ArcGIS Enterprise 11.3, administrators will have the ability to refresh the Living Atlas content in their organization when Esri provides updated Living Atlas items. As soon as a new Living Atlas package is made available, organization administrators can initiate a Living Atlas content update. This will allow organization members access to a fresh set of Living Atlas content outside of doing an upgrade of your ArcGIS Enterprise deployment. I'm not sure from the info provided where you are trying to view the HYCOM layer but assume that it is via Map Viewer. Map Viewer will "remember" the starting date and range of the layer when you add it, hence the "month behind" you are seeing. One easy to way to always fetch the data for the current date is to use the Slider Instant App. In Step 2 in Express mode you can toggle Live and forecast time settings on.

Sorry for a late response, just back from travel... I can't think of way to get the map or layer ID directly in Arcade but will check for you. Were it me, I might cheat and use an Arcade expression to set the project number in the map then just use that expression wherever you need to retrieve the project number (e.g., in text elements, pop-up title, etc). I am thinking the layer ID isn't specifically what you are after, rather some other information about the layer. I'd suggest posting these as ideas in the ArcGIS Online ideas section.
