@AdrianMarsden That approach should still work with new Exp. Builder. Please note that was written awhile back when we didn't have any out of the box support for what you are asking for. I do agree it wasn't a great experience but it got the job done. I don't think you really need to have a seed-layer with null symbols. The idea behind that was to use python code (to be executed on the server side) to update the source of dynamic-text element and point that to a layer from your webmap (there you might need to have layer-name etc. hard-coded somewhere). anyway the good news is that if you are in 11.5 enterprise, you don't need to worry about that at all. You can create a layout template with dynamic text elements in pro and share that with your print service... while authoring the print widget in your exp builder app, you pick that template and it will recognize that there are some dynamic text elements available in the template. It will provide options to pick layers as sources for those dynamic text elements. After than you won't need to worry about anything. No customization needed neither on the server side nor on the client app side. Please give that a try and let us know if you run into any issues. Thanks Tanu

@apgis16 are you using arcgis online? or an enterprise portal with a print service running within your organization's network? if it is an enterprise print service, I'd recommend this: log on to the server machine that hosts the print service as ArcGIS Server Account. open a web browser and try to access the map service url if you can't access it, you might need to reach out to your IT folks also, while trying print from your web app, use your browser Developer Tools to see what error message you are getting from the print service. You can check server logs too to get some idea.

@Yanin would you mind provide some screenshots/sample data to help us understand this issue? That said, please note as of ArcGIS Pro 3.5, while working directly with datasets (e.g. file gdb, enterprise databases etc.), date/time values don't get transformed to UTC, instead they are passing in 'un-timezone-aware' way (aka AS-IS). It is only when you are using map or feature services, values get transformed to UTC. But you can overcome that by setting the Preferred Time Zone in your service. currently AGOL premium print service is in beta and is not supported by ExB print widget. what @VenkataKondepati & @MichaelVolz suggested are true too. Please note, when you use your enterprise print service to use a portal item as 'layout template', that portal item must be in the portal that your server (hosting print service) is federated to. You can't have your portal item uploaded to agol and use that with your enterprise print service.
