Shuhong, You need to download & install Download Microsoft Access Database Engine 2016 Redistributable from Official Microsoft Download Center or Download Microsoft Access Database Engine 2010 Redistributable from Official Microsoft Download Center depending on your version of MS Office. Andrew, Is it possible that the file you downloaded might have some corruptions. Here is what I would try, export the shapefile as a new feature class or a shapefile and then run the select by attribute (as you are already) and simply export the selected records as a new shapefile (preferably with the name of the town). Neil, If you launch ArcGIS Pro you can get the option to update to the latest version currently available. Once you fire up the program you will notice an option "About ArcGIS Pro" on the left bottom of the screen.
