Hi James. To answer your question you have to consider two aspects with your IT Staff. First at all you have to work with the GIS Server (ArcGIS for Server). If you want to load your on-premise data from outside the company network you have to publish your GIS server to Internet with it's corresponding security access. Starting with ArcGIS Online will help you to create, manage and share content but you are working with results and authored content.
