This is already offered in ArcGIS Pro. A layer's metadata is automatically populated in the Sharing pane when the layer is shared. Publishing honors metadata. In other words, web layers store the metadata of what was shared such as the entire map, group layer, and so forth. See the following help topic for more information: Web layer metadata

Thanks for your submission. There is a similar request on the use of existing tags here: https://community.esri.com/t5/arcgis-pro-ideas/select-tags-from-portal-when-publishing/idi-p/1089206
Would this meet your needs? Where are you trying to copy tags from and paste them to?
You may already be aware of this, but you can copy and paste tags to the Tags section in the Sharing pane. Multiple tags can be added or separated by a comma.
Also, you can set metadata at the data source or map. For more info, see https://pro.arcgis.com/en/pro-app/latest/help/sharing/overview/web-layer-metadata.htm

Hi,
You can add a custom cache directory using Server Manager. Please see this: https://enterprise.arcgis.com/en/server/latest/administer/linux/adding-a-server-directory-in-manager.htm
After adding the cache directory, you can select it in ArcGIS Pro when sharing a cached map image layer. For more info, see https://pro.arcgis.com/en/pro-app/latest/help/sharing/overview/configure-map-image-layer.htm

@LisaDygert1 You can select one or more layers in the Contents pane, right-click any selected layer, point to Sharing, and click Share As Web Layer to publish selected layers. Does this work for you?
