Drop down menu selection and drag and drop functionality for Sharing Selected Layer as a Web Layer

Let's say a feature class is published and then another feature class of the same project needs to be published as well. So, if there's a drop down option, then that next layer can be selected, and most of the parameters like sharing level, project folder, tags and group selection can stay the same. Thus saving some time and clicks

I also saw that needs clarification has been added to the idea as well. Well, what i was trying to say was that say a project has five layers to be published, so you publish the first layer by setting up tags, sharing level, folder and group. Most of the times these parameters will stay the same for the other four layers as well, so it would be nice to have a drop down menu option right under item details, so that you can just select the second layer to be published, and these parameters will stay the same. This will save the user from right clicking on next layer under Content > Sharing > Publish as Web Layer > Setup those parameters again. Summary will be carried over from the metadata or the user can type it; same goes for the title as well, so no worries on that.
