Had this exactly same problem while adding rules to a Sanitary Utility Network I am building.  The only answer for me was to close the ArcGIS Pro project  associated with the Utility and open another project.  Then run "Add Rule" worked without any problems. What worked for me was to open Explorer and go to C:\Program Files\ArcGIS.  Then right click on the folder. properties and then security. Under "Group or user names" scroll down to Users and select.  Then click the Edit button. Again Under "Group or user names" scroll down to Users and select.   Under "Permission for users" click on Allow -Full Control and Modify. Then OK.  After this I was able to clone the environment and add new packages. Windows 10 seems to be the culprit here, I have seen other permission issues with it. ... View more

Hit "Home" then "content" Find the feature service you want to take the layer from Click on the feature service Click on the layer you want to add Click on Open in Map Viewer Your original map should open with the new layer in it.  ...
