I checked internally and here is the explanation I found: "the data is stored in a coordinate system which is not appropriate. The polygon extends past the valid horizon of this coordinate system. Either switch to using geoprocessing buffer tool or re-project the data into a more appropriate coordinate system (like GCS_1984)." I haven't tested myself to determine specifics, particularly the part about "the polygon extends past the valid horizon of this coordinate system" but the meaning is clear. This has to do with the coordinate system. Reproject the data to a coordinate system with a larger spatial domain, or use the geoprocessing tool. This idea is being logged on behalf of a customer. User Story: To keep annotation classes aligned while using the Annotate Selected Feature tool, it is sometimes necessary to set the feature weight to None for all annotation layers in the map. This recommendation works as suggested, but the customer finds it to be tedious to set weights for every annotation class they have in their editing maps, since by default, annotation layers and annotation groups have a feature weight of High. This is documented here: Weighting labels and features - http://desktop.arcgis.com/en/arcmap/latest/map/working-with-text/weighting-labels-and-features.htm. It would be helpful if the Label Weight Ranking dialog box allowed the user to set label weights for multiple layers at once. Currently, the weights can only be applied to a single layer at a time. Steps to Demonstrate: Open ArcMap Add a few feature classes to the data frame. Turn on the Labeling toolbar. Open the Label Weight Ranking dialog. You can only set the weight for an individual layer.

From the description you've provided, I'm not able to generate an error unless I do something that I'd expect to generate an error: Other than that, I haven't been able to find reports of what you're describing, and I'm not able to reproduce it. Michael - here is an exercise that lays out the steps to set up a basemap that will work with Navigator: Make a map with all your own data—Navigator for ArcGIS | ArcGIS A critical statement in that exercise is "The ParisMultimodal_ND layer is your complete transportation network dataset, with your road data as well as the logic involved in generating routes. All the basemap data is contained in a single geodatabase—this is required when making basemaps for Navigator." Basically, we need to have a network dataset which is the data model that allows the software to route from one location to another using the logic you choose (shortest path, fastest path, or minimizing other cost attributes that you build into the dataset). So the key will be to create a network dataset first. See What is a network dataset?—Help | ArcGIS Desktop and the related help. That is the general overview. For now, I wanted to assure you that: 1. Yes, you can be successful but you will need to have a network dataset built from your own road data. 2.
