Thanks to everybody for replying.  So 2 of 3 are running Webroot and 1 Sophos.  Carl-Michael, there are notes in the bug report saying that some customers have reported the behavior while running Sophos and Symantec but the vast majority are running Webroot.  Note that we're investigating the issue, so that we're not entirely sure about the cause.  There is a thread here https://community.esri.com/thread/53112 that seems like it is the same you're running into where the user can hit the c or g key to stop panning.  See if that stops the zooming. ... We have a bug logged that seems to be related to having Webroot installed on the machine. [BUG-000086476: The Zoom In, Zoom Out, and Pan tools from the toolbar become stuck in ArcMap after pressing the corresponding Z, X, and C hot keys.]  I didn't want to just jump to that conclusion on this post before I heard back from one of you. We're actively investigating this issue, but unfortunately, for now there is no listed workaround.  I'm not familiar with Webroot, but is there a way to quickly disable it.  At least for testing, you might disable it, work in Pro and see if it alleviates the behavior. ... It seems like if we had Only Display These Scales - in ArcGIS Pro‌ it would resolve the problem because you'd be able to set scales that are appropriate for your work and then only display those when zooming... ... View more

How are you creating your index features?  Grid Index Features—ArcGIS Pro | ArcGIS Desktop ? For the index page that you're asking about, can't you just print a map showing the labeled index layer where the label uses both the page name and page number? For the export part, would you be able to add a PDFpagename field to the index layer that concatenates the Page Number and Page Name, use the PDFpagename field as the Map Series name field?  Then when you export to individual PDF pages, you can use the name and each file will have the concatenation appended. ... Tom, I have to apologize.  I tested the bug, not your description.  The original description here does say  Same query, press Validate. Watch the dots march across the screen. I was not able to reproduce. New wording BUG-000114001 Validating a query that uses a value from the dropdown list in Select Layer by Attribute on a hosted feature layer taken offline in ArcGIS Pro 2.1.2 causes a hang when run on a float or double field type. Ian. I've noticed usability issues when trying to move fields to either the very top or very bottom.  And moving the Shape field seems to always want to sit one row higher than where I actually drop it.
