OK, in this case I found I had inadvertently assigned a subtype to the AncillaryRole field on a point feature class.  There should have been no subtype.  Also, all values in this field were blank.  Removing the subtype assignment allowed the network build to complete successfully. Now, unfortunately, this issue has re-surfaced.  I've had to drop and re-create the network on this database and I'm getting the original error -- even with the undo_retention parameter set to 150000.  I re-executed the SQL and found that the optimal value was now at about 278000 so I reset undo_retention to 300000.  Same error results. Forgot to mention another, probably somewhat unique aspect of this environment.  I'm running ArcGIS 10.2.1.  However, prior to installing this version I had installed 10.2.2.  When I found that a partner's solution expected only 10.2.1 I un-installed 10.2.2 and re-installed 10.2.1.  Wondering if something in the un-install and re-install left aspects of the topology engine confused. Tried, and it errored in the feature class Export process with the message "Cannot create output <feature class>" Sure looks like the Feature Dataset definition is corrupted in some way and the feature classes can't get a reference back to get their spatial reference. Ed ... View more

My next step would be to re-load this database from back-up, so deleting rows from the LOCKS tables is OK with me.   So it did. However, when connecting to ArcCatalog I appear to be in the same boat.  Classes in the "corrupt" database still error on opening with the message "Failed to process XML..."
