Jamal: In your model I would browse to the input data instead of using the input data from inside Pro in the dropdown list. I believe when you then export the model to python, it will provide the full path to the input L1 feature class.

Is L1 in P.gdb and your output buffer L1_buffer supposed to be created in Q.gdb? If so, I don't see a reference to P.gdb for L1 in the standalone script. The model might recognize L1 because you had it in the Pro project but the standalone script does not know this.

This type of information might be available in AGOL, but I do not think it is available in Portal 10.7.1. I'm not even sure it is available in the latest version of Portal, whatever that may be. I would consult with ESRI tech support to see if this is available in any version of Portal at this time. If the answer is no, then I would create an idea for this capability.

Marcel: Have you thought about just having a GIS processing Pro project with a minimal amount of maps and layouts where you can perform faster processing than in ArcMap. Then just have data connections to the processed data in your Pro projects where you have layouts.

Have you tried to run this operation in Pro on more than one computer? Do you have any other quirks in Pro that might indicate a clean install would be in order? (Machine or install test) Have you tried to run this operation in Pro on a brand new project? (Project corruption test) Maybe you can copy the data itself to a new source and see if the operation runs faster. (Data source corruption test)

How long did you wait after starting buffer tool before closing ArcMap? Do you know if background geoprocessing is enabled on that machine? Do you have access to another computer with more RAM to try this operation on?

Can you provide more details about the locator? Is it composed of multiple components such as point locator and a road centerline locator? I have not tried geocoding in Pro 3.0, but I will give it a shot and let you know of my results.
