I would reach out to ESRI technical support to see if this layer is working as expected as a first step. I would also ask support if this Soils layer can be used as per your business requirement. I have a web app where I am using Living Atlas layers, but I was unable to do this for a soils layer.

There might be too many unique values to show up in the legend so the legend shows none of the values. As a test remove most of the unique values and see if the legend then displays.

What version of Enterprise are you working with as it seems that although ESRI says it supports PBF format at 10.7.1, even with the Map Services Drawing Patch that talks specifically about PBF format support, the PBF format is not working in a 4.x API application?

Try this link: https://pro.arcgis.com/en/pro-app/latest/help/data/geocoding/create-a-locator.htm I am much more familiar with ArcMap based address locators, but hopefully this can help you to build an address locator in Pro and avoid having to worry about using credits.
