Found the issue. Service account in ArcGIS\Portal folder was not in the security properties. It was somehow removed. what we did was: Rolled back the Portal machine to previous version Installed the 11.1 version again. Re-adding the service account and granted full control. That resolved the issue of upgrading the Portal to 11.1

Hi, I'm upgrading arcgis enterprise from 10.9.1 to 11.1 starting from Portal. When portal upgrade run successfully the service is not available in Windows Services. Hence portal url is running into error. I have done the following: configureserviceaccount.bat: Failed to determine the state for service: Portal for ArcGIS. D:\ArcGIS\Portal\tools\postupgradeportal>postupgradeportal.bat: SLF4J: Failed to load class "org.slf4j.impl.StaticLoggerBinder". SLF4J: Defaulting to no-operation (NOP) logger implementation SLF4J: See http://www.slf4j.org/codes.html#StaticLoggerBinder for further details. I have also applied service account permissions to ArcGIS\Portal folder and arcgisportal folder I was wondering if anyone has encountered this issue. Thanks Mehdi

Hi All and @AdamMartin I was wondering if anyone has encountered the following issue: in ArcGIS Pro (2.9.3) while creating a New Investigation Graph for ArcGIS Knowledge Server 10.9.1. All certificates and licenses validate successfully but when I want to create a New Investigation Graph I get this error despite the blank graph item is created in Portal content after running the tool in my client's environment and the logs don’t show anything helpful. I've also tested creating the new investigation in ArcGIS Pro 3.0.2 in my laptop to my client's portal environment, it creates a different error: Any advice/help is appreciated. Thank you.

@JuliettKilo , ArcGIS Server includes Python 2.7 for Windows 64 bit. At ArcGIS Enterprise 10.5 and later, a Python 3-based conda environment is included with ArcGIS Server. @JuliettKilo , If you have ArcGIS Pro installed on your pc, you already have python 3 which you can run with Jupyter Notebook. If you only have ArcMap, it only offers python 2 and can not run tools with python 3. Hi @Rémy_Gourrat , This indicates that the layer (fc_name) is not accessible from ArcGIS Pro's python. You can do a simple test such as buffering the same layer with python to double check. If still not accessible, you need to make sure you have the permissions to access the feature layer from your machine.
