Are you looking to copy graphics from one graphics layer to another? Copy the graphics and change the Target layer on the Graphics tab. You can now paste the graphics into the specified graphics layer Please let me know if that's not what you're looking to do

In Pro the Copy copies all of the labeling properties. then with the Paste you can decide what you'd like to paste - everything, or just the placement properties for example

You can use the Allow Asymmetric Overrun parameter to have the label extend to one side of a feature when it has a higher weighted feature to the other side. In the example below I weighted the green polygon at 700 and that forced the label to extend to the empty space to the right.
