I think that is regular behavior since these labels are essentially OCR'd and will be drawn to scale. It may be your best bet to contact them as they would know what data they have (and being that it's a state agency, they can likely give it to your for free, hopefully). You may look into the PA Spatial Data Clearinghouse for GIS data but it doesn't look like it has much: PASDA - The Pennsylvania Spatial Data Clearinghouse I would be curious to know if they respond to you about data. Hmmm, maybe it has to do with the params. Maybe try changing shape to SHAPE and the "<none>" values to "<None>" to stay with the naming conventions. Sometimes Python is picky about upper and lower case. Though it is possible that the ListFeatureClasses list may be causing the problem too. Sometimes you need to make sure that your picture url has the extension at the end of it (like .jpg or .png). If that is not there, then it will likely not show up in a different browser. Also, can you view your changed URL in the different browser? That might be the first place to test to see if that works. If not, then you will need to find where the issue is occurring. ...
