What you are saying here with this statement : "Con("flood_depth_raster","dem")" Is something like IF (flood_depth_raster is not null or empty, then return the dem raster, there is no else returned). This would be more properly stated as something like : Con(IsNull(flood_depth_raster), flood_depth_raster, dem) I think you can just add the 0.5m to the output like : Con(IsNull(flood_depth_raster), flood_depth_raster, dem + 0.5)

You code doesn't look quite right should look a bit like this : with arcpy.da.UpdateCursor[fc, fieldss, sql_clause=(None, "ORDER BY date DESC")) as cursor:
for row in cursor:
row_val = row[0]
if row_val not in keepList:
keepList.append(row_val)
else:
cursor.deleteRow()
So there are very few (a tiny %) that are actually deleted.

If it's been sitting, looking at you for 2 weeks then I would say that something got stuck about 13 days ago. You refer to "pixels" at 5 x 5, is that 5 metres? And Union deals with vector stuff, so how many polygons are we talking about. If you have the original data as raster, that would probably a more efficient way of processing the data.

Because "Define Projection" should only ever be used when you have some data with no defined projection, or when (like in your case), someone mistakenly redefined an existing coordinate system. Define projection just updates the metadata about the coordinate system of the data but does not actually alter the underlying geometry. To do that you need Project.

You might want to take out that space - if (row [0] is None) But what is the data type of "PRE_DIR". Are you sure it can be a None type? Even an empty string like "" will make it True.
