If the estimate # of tiles is correct, it would be about 46.12 credits. That is based on the tile generation credit calculation from here: https://doc.arcgis.com/en/arcgis-online/administer/credits.htm 1 credits = 10,000 tiles generated. Do you have a single-use license file being used or are you accessing licensing from an internal ArcGIS Enterprise deployment? Once ArcGIS Pro has a license, it should be able to open and use the application as designed. Can you provide the version of Pro? You can edit branch versioned data in a web map or Experience Builder (ExB). However, when you add the service it will be the DEFAULT version.
