If the users (A & B) are using the same project (not at the same time), I would anticipate that you would see the version in the data source tab. Now if you (user B) are editing on that same version and data, your edits would be in the same version as the other user A. I could see how it may make conflicts in the version at times, if the same record is edited by both users A & B. Is there a reason that you do not have a copy of the map and update the version to yours?

Sounds like you have an orphaned record. I would try and create a blank table with the exact same name in the same schema (i.e. GIS / DATA / whatever you have). It does not need to have any records or the same fields, just a table. Then refresh the connection in Pro. If you see the "blank table" delete it. It should remove it from all the system tables. I have seen this with ArcMap and ArcGIS Pro over the years.

I am assuming you meant Pro 3.5.1 since 3.6.x is not out yet. I may be a good idea to upgrade your EGDB to match the version of your client. I would do this in a test environment first and retest the workflow (you may need to publish new services from the test environment). There have been lots of updates since Pro 3.2.x

Looks like you can export the .tpkx to a .tpk using the Export Tile Cache GP tool (https://pro.arcgis.com/en/pro-app/3.4/tool-reference/data-management/export-tile-cache.htm) You will need to have access to the .tpkx file, which may need to be downloaded from Online.

Yeah, I usually recommend having both licenses on the machine for the most flexibility. If you are going to only have image services, then you can do Image Server role only.
