So, it looks like licensing is the reason. To publish the mosaic dataset, you must have Image Server role on your ArcGIS Server. In order to publish referenced data, you have to have ArcGIS Server authorized. This same machine can also have Imager Server role applied. https://enterprise.arcgis.com/en/get-started/latest/windows/additional-server-deployment.htm If you want both of the layer types (vector / raster) you would need to apply both licenses to the same machine.

I would recommend stopping all services that are touching the SQL EGDB before doing a restore. Make sure you sync all the logins to the SQL Instance AFTER the restore: https://support.esri.com/en-us/knowledge-base/re-synch-sql-server-logins-or-users-after-restoring-a-d-000008079 Once the restore is completed, re-synced, and verified, you should be able to allow connections and start the services.

They may not have contact with the ArcGIS software, but there is "ArcGIS" things in the SQL database that may have been impacted. Did they modify / update / touch any of the "SDE_" repository tables in the process?

Thanks for that information. I am just not sure how an import from a file would "break" the EGDB. How are they importing the data: ArcPy / Pro, straight SQL, other method? I think that something in their import process impacted the repository (SDE) tables and caused this issue. It is hard to troubleshoot this without looking at all the pieces.

Yeah, it looks like the geodatabase part of the database is broken. Any idea what the "nightly import" is that they did? Is the Enterprise Geodatabase a DBO or SDE schema? It may be best to work with technical support on this. The other option is restoring the last verified backup and work from there. You may potentially loose some work.

This may be an issue with compatibility between the basemap and ArcMap 10.5. That version retired on December 01, 2022 (https://support.esri.com/en-us/products/arcmap/life-cycle). I would recommend using a newer & supported version of ArcGIS Pro.
