You can enable PostGIS on the database without the required license. You will not be able to have the full functionality of an Enterprise Geodatabase (https://enterprise.arcgis.com/en/server/latest/manage-data/linux/enterprise-geodatabases-and-arcgis-enterprise.htm), or Esri features as you mentioned without the needed license file. I am not sure that you can run SQL functions (like SDO_BUFFER) in a query layer.  I do not have Oracle to test this. The client (you) should be able to upgrade to 3.1.x, if you are current on the software maintenance. You could get an updated license file and move to 3.1.x or newer. I am not aware of any public location to download that patch, since the software is retired. ... View more

I would like to note that Pro 2.8.x was retired about 18 months ago (June 1, 2024 - https://support.esri.com/en-us/products/arcgis-pro/life-cycle).
