The client (you) should be able to upgrade to 3.1.x, if you are current on the software maintenance. You could get an updated license file and move to 3.1.x or newer. I am not aware of any public location to download that patch, since the software is retired.

I would like to note that Pro 2.8.x was retired about 18 months ago (June 1, 2024 - https://support.esri.com/en-us/products/arcgis-pro/life-cycle). I would recommend that you upgrade to a more recent version of Pro, which is supported. Pro 3.1.x is the "oldest" supported version. Is there a reason that you still on Pro 2.8.x?

Hi Rylee - I checked and Pro 3.5.4 and see the same behavior. I know that Pro 3.6 is coming out in the next few weeks and may have something on this. I would recommend working with technical support on this and see if this is a known issue.

You are going to have to provide some more details. - What version of Enterprise is being used? - Is the service hosted or referenced? - If referenced, what is the RDBMS being used (need all the details - version / patch level / EGDB version / etc.)? - Is it slow in different browsers? - How is it slow and when did this start? - Is the deployment local to your machine or using VPN? Those are some good questions to start with.......

This question is best handled by your Esri Account manager. I will say that I usually treat Enterprise and Online user types separate. You mention that you have an Online org already, which should include at least 1 Creator license with it (in order to function normally).
